Let’s look at education, by level of government, over the last century.
You can see that the bulk of education spending has always been local government spending, shown in gray, and then state government spending, shown in green.
Note that the blue area represents transfers from the federal government to state and local governments, and the red area is total federal spending on education, including intergovernmental transfers.
